proposed bill (http://www.ilga.gov/legislation/BillStatus.asp?DocNum=422&GAID=10&DocTypeID=HB&SessionID=76&GA=96) to get Illinois' emissions testing like California's I think.

"Creates the Illinois Clean Car Act. Establishes a new motor vehicle emission standard for nonattainment areas in the State as authorized under Section 177 of the federal Clean Air Act. Incorporates emission standards and other provisions of the California Low Emission Vehicle Program into the Illinois Clean Vehicles Program, as is required by Section 177 of the federal Clean Air Act. Requires that all new passenger cars and light-duty trucks sold, leased, or offered for sale or lease, imported, delivered, purchased, rented, acquired, received, titled, or registered in the State beginning with the 2012 model year meet the requirements of the Illinois Clean Vehicles Program. Exempts certain new vehicles from the program. Requires certain types of compliance testing. Requires manufacturers of new motor vehicles subject to the Illinois Clean Vehicles Program to warrant compliance with Illinois Clean Vehicles Program requirements and to comply with certain rules related to the recall of vehicles. Prohibits motor vehicle dealers from selling, offering for sale or lease, or delivering a new motor vehicle subject to these requirements unless the vehicle has received the required certification. Contains other provisions. Requires the Illinois Pollution Control Board to adopt amendments necessary to ensure that the Illinois Clean Vehicle Program is kept identical in substance with the California Low Emission Vehicle Program. Contains other administrative and reporting provisions. Effective immediately."

Do you seriously not believe that once they get it for 2012 they won't drop it back to cover the same years as California. People are to short sighted. Laws like this are just the door opening.

i don't really care too much. My car is a 95, obd1, and i am exempt from emissions in my zip code. I'm pretty safe lol But california is pretty strcit on their laws.

Hmm just bought a 89 but you are right it is a gateway and the sad part is this is not as much of problem as people think they do it to show some power over something.

Honestly not testing the older vehicles is stupid and they need to do a complete inspection not just emissions but almost a Shaken(japanese auto inspection & emissions test)

Of course the emissions on the 2012's are going to smell like roses.

This can only be to justify more money, then the next step is to put them to use (lowering the model year) to again- justify more money.

so what I dont understand is.. Isn't this practice already in place? Correct me if I'm wrong, but if I go buy a new car in California, isn't it going to have the same exhaust/emissions components as a car sold in Illinois?

They used to have separate California cars for emissions purposes, but a few other states adopted California standards and the automakers decided it was cheaper just to make all cars compliant to those standards. It's funny because effectively, the adoption of those laws by a minority of states led to better overall emissions in the US. If you don't like emissions testing, you can always move to Florida or Texas, both of which (I could be mistaken) I believe have no emissions testing. Personally, I don't think my cat robs me of more than like 3hp so I just leave it on.

not like we have emissions testing here anyway.

I could drive down the street spouting black smoke and 200dB from a straight pipe and they couldnt say shit about it. And I never have to renew my plates... for as long as I'm alive.

Could you lead me to some info on how to go about doing that?

Antique Vehicle License Plates are issued for a five year registration period expiring Dec. 31, 2014. To qualify for Antique Plates, motor vehicles, including motorcycles, must be more than 25 years old. Firefighting vehicles must be at least 20 years old.


actually says more than 25 years old. mine's 27 anyway hehe

i was in cali all last week. They banned race fuel there too. It is illegal to sell race fuel to any car with a license plate. Highest LEGAL octane level you can get is 100. Unless of course you have a track only car. My gf's uncle was able to run his tt 335i at Laguna Seca with the BMW owners club or something and said the pumps for 105 were shut down. what is this world coming too, bunch of hippies running our country

here's the trick as you all probably know: register your plates at an address outside of teh emissions zone and tell them that you will pick up your plates in person. you'll never have to get a test ever.

if this economic downturn hadn't happened, there were plans to expand the emissions zone to include Boone, Dekalb, Kendall, La Salle, Grundy, and Kankakee

Can't run forever...

Who cares.... running catless is a huge crime with a big fine.. but most of us do it anyways. The more rules they place, the more rules we will break, we are obviously OK with it anyways so fuck it.

Most of the vehicle upgrades are coming from California & California crews are still rocking their cars even with all the drama so why wouldnt we be able too. Emmisions restriction will & are gonna be everywhere sooner or later.IMO

I think if you have antique plates (at least 25 yr old car) you can only drive it for 5K miles per year and have to go get checked every year.

he has Wisconsin "enthusiast" plates. Has to be 20+ years old. You can mod it, drive as many miles as you want, no emissions, no sticker for the plate.

IL doesn't care about your mileage. They don't check mileage. There is no yearly inspection. Only restriction is you're driving it to an auto event, to mechanics, or back home. aka, as long as it's a nice day to drive, you're fine to drive.

This thread is stupid. U guys are fight and freaking iut over nothing. They'll NEVER test preobd cars again. They wasted too much money doing the testing and removing said testing equipment. I mean come on. There's less the 20% registered preobdii cars. That's why they stopped doin It in the first place. We're all fine. We'll BE fine. It's NOT somekind of end of the world. Sheesh.
